【委員就任】東京電力原子力改革監視委員の活動 The Nuclear Reform Monitoring Committee (NRMC)of the Tokyo Electric Power Company

今月より、東京電力 原子力改革監視委員会 委員として、主に社内外、海外の発信を含めた対話・コミュニケーション活動の進捗を支援し、改革をお手伝いすることになりました。 取締役会への提言を行ってまいります。

From this month, Nishizawa will act as a member of the Nuclear Reform Monitoring Committee of the Tokyo Electric Power Company. After the Fukushima nuclear accident, the firm is undergoing reforming process to secure nuclear safety and instill nuclear safety culture.

就任時のメッセージ

 皆様 こんにちは。委員の西澤真理子です。

 英国とドイツにおいてリスク管理とコミュニケーションの研究の後、帰国し、実地で活動しております。福島第一原子力発電所事故の際には、福島県飯舘村のアドバイザー、村の村民復興会議の一員として住民の皆さんと共に地域の再建を考えていく活動をいたしました。IAEA(国際原子力機関)でのパブリックコミュニケーション指針を作る作業では、飯舘村で学んだ、平時そして危機時の安全情報の発信のあり方、その苦い教訓を世界に伝え、平時から備えるために何が必要かを、各国の代表と話し合ってきました。

 これまでの研究と実践から学んだことは、鍵は協働作業ということです。環境や人体への影響(リスク)を下げるためには、技術的な安全管理の方法や科学的な安全情報を伝えることを超え、多様な利害関係者(ステークホルダー)との協同作業を通じ、互いの信頼関係、安心感を作り上げていくことが大切です。

 そして、この作業の中心に対話があります。双方向である対話により互いの話に耳を傾け、人の間のコミュニケーションを円滑にし、新しい回路を創り出していきます。

 本委員会での活動を通じ、対話を通じた安全の向上、信頼感の醸成に貢献出来たらと考えています。

Message from Dr. Mariko Nishizawa, Committee Member 2021

Having studied risk policy and communications and conducted research in the UK and Germany, I returned to Japan to act as a practitioner of risk management. In the wake of the Fukushima Daiichi Nuclear Power Station accident, I served as an advisor for Iitate Village in Fukushima Prefecture, and engaged in efforts along with local residents to rebuild the region as a member of its Village Recovery Council.

This experience in Fukushima led me to serve as a public communications consultant at the International Atomic Energy Agency (IAEA) with an intention to share the bitter lessons I learned and reflect them in guidance documents to be used by the Member States. An important message in this is that we must prepare for emergencies during non-crisis times.

Through research and practice I have learned that the key is collaborative work with stakeholders. In order to reduce impacts (risks) on the environment and the human body, it is important to translate scientific “data” into “words” that can be readily understood by important stakeholders such as local communities.

Dialogue lies at the core of this endeavor. Through two-way dialogue, we listen to each other, communicate better, and create new channels for effective communication. Stakeholder engagement also helps to build mutual trust.

As a member of the NRMC, I hope I can contribute to improving safety and cultivating trust through dialogue.
